             Club Rules

1. Name The club will be called Brecon, Crickhowell & District Riding Club and will be affiliated to the British Horse Society

2. Aims and objectives The aims and objectives of the club will be:

  • To offer coaching and competitive opportunities in Horse Riding & Horse Care 
  • ·To promote the sport of Horse Riding 
  • To ensure a duty of care to all members of the club. 
  • To provide all its services in a way that is fair to everyone. 
  • To ensure that all present and future members receive fair and equal treatment.

3. Membership Membership should consist of officers and members of the club. All members will be subject to the regulations of the constitution and by joining the club will be deemed to accept these regulations and codes of conduct that the club has adopted.

Members will be enrolled in one of the following categories:

  • Senior member  
  • Non Riding Member 
  • Junior Member 

4. Membership fees Membership fees will be set annually and determined at the Annual General Meeting. Fees will be paid by annual subscription.

5. Officers of the club The officers of the club will be:

Chair

Vice Chair

Secretary

Treasurer

Training Officer

Lead Steward

Show Co-ordinator

Health & Safety Officer

any other relevant position

Officers will be elected annually at the Annual General Meeting. Committee members may not serve in the same position for more than five years.

6. General Committee The General Committee shall share in decisions of committee ideas and general support/involvement to the club and to the Core Committee. It shall conduct the affairs of the Club as a whole and shall consist of a Chairperson, Secretary, Treasurer, and other officers as deemed necessary.

Additionally, the General Committee may co-opt no more than 4 members of the Club to its number.

The General Committee will be convened by the Secretary of the club and hold no less than eight meetings  per year. The quorum required for business to be agreed at  General Committee meetings will be: Four.

                                         

7. Core Committee The Core Committee will be responsible for all decisive operational and administrative decisions in between General Committee Meetings. The Core Commimittee will meet monthly

or on an as needed basis.

The Core Committee will be responsible for adopting new policy codes of conduct and rules that affect the organisation of the club. The Core Committee will have powers to appoint subcommittees as necessary and appoint advisers to the General Committee as necessary to fulfil its business.

The Core Committee will be responsible for disciplinary hearings of members who infringe the club rules/regulations/constitution. The Core Committee will be responsible for taking any action of suspension or discipline following such hearings.

All meetings will be minuted and maybe viewed at General Meetings.

8. Finance All club monies will be banked in an account held in the name of the club. The Club Treasurer will be responsible for the finances of the club. The financial year of the club will end on: 31st March. An audited statement of annual accounts will be presented by the Treasurer at the Annual General Meeting. Any cheques drawn against club funds should hold the signatures of the Treasurer or the Secretary.

9. Annual general meetings Notice of the Annual General Meeting (AGM) will be given by the Club Secretary. Not less than 21 clear days’ notice to be given to all members. The AGM will receive a report from officers of the Management Committee and a statement of the audited accounts. Nominations for officers of the Management Committee will be sent to the Secretary prior to the AGM. Elections of officers are to take place at the AGM. All members have the right to vote at the AGM. The quorum for AGMs will be 25% of the club membership. The Management Committee has the right to call Extraordinary General Meetings (EGMs) outside the AGM. Procedures for EGMs will be the same as for the AGM.

10. Discipline and appeals All complaints regarding the behaviour of members should be submitted in writing to the Secretary. The Management Committee will meet to hear complaints within Fourteen days of a complaint being lodged. The committee has the power to take appropriate disciplinary action including the termination of membership. The outcome of a disciplinary hearing should be notified in writing to the person who lodged the complaint and the member against whom the complaint was made within fourteendays of the hearing. There will be the right of appeal to the Management Committee following disciplinary action being announced. The committee should consider the appeal within fourteen days of the Secretary receiving the appeal.

11. Dissolution A resolution to dissolve the club can only be passed at an AGM or EGM through a majority vote of the membership.In the event of dissolution, any assets of the club that remain will become the property of Brecon Pony Club & Crickhowell Pony Club equally. 

12. Amendments to the constitution The constitution will only be changed through agreement by majority vote at an AGM or EGM.

13. Declaration Brecon, Crickhowell & District Riding Club hereby adopts and accepts this constitution as a current operating guide regulating the actions of members.

 

                    Health & Safety Policy

General. The organisers, the committee of the Brecon, Crickhowell & District Riding Club has overall responsibility for Health & Safety. Our Health and safety Officer will ensure that all appropriate Health & Safety legislation is met.

Officials. The event is organised, as far as is reasonably practical, in accordance with Health & Safety legislation and all Stewards, Judges and Officials are briefed to maintain control of the area around their location and ensure that:

  • Access and egress at the event are safe 
  • Everything reasonable is done to ensure the health, safety and welfare of those attending the event 
  • They conduct themselves so that they do not put themselves or anyone at risk 
  • The organiser and Health and Safety officer have also carried out risk assessments and imposed controls that form part of that briefing

Spectators. All reasonable and practical steps have been taken to ensure the health, safety and welfare of those attending the event. Spectators, so far as is reasnably practical are:

  • Required to keep within the designated pedestrian areas and to observe the instructions of the Safety Stewards, Fence Judges and members of the Event Committee. 
  • Prevented from straying inadvertently into the path of oncoming competitors by means of public address announcements. Spectators are also requested to take extra care when in areas which are shared with horses.

Competitors. Competitors are required to conduct themselves and retain control of their horses so that they do not put themselves or anyone else at risk. Competitors transferring between horseboxes and competition areas return must do so at walk. Horses may be exercised only in designated warm-up and practice areas.

Contractors. Contractors are required to observe best working practices complying with all Health & Safety legislation relevant to their business and take all reasonable and practical steps to safeguard the health and safety of their employees and any other person attending the event.

Exhibits (Trade Stands). Exhibitors are responsible for the safety of their own stands and the risks that they may pose to employees and any other persons within the allocated space or immediate surrounding areas.

Emergency. Emergency vehicles must have access to all parts of the event site at all times and the designated emergency access routes must not be obstructed. A designated First Aid area is clearly marked and is manned by uniformed First Aiders. Emergency first aid can be contacted through any Steward, Judge or Official - most quickly through those with a radio. Mobile telephones for such emergencies are accessible through officials based in their registration cabin.

Horses. Horses can easily be frightened and can be dangerous. Spectators are requested to avoid behaviour that could alarm horses when in shared areas. Dogs must be kept on a lead and under close control at all times.

Bicycles/Motorcycles. Cycles with 2,3 or 4 wheels must not be ridden on the club field.

Vehicles. Vehicles when entering the club field should:

  • Proceed in a manner so as not to put others at risk by their acts or omissions.
  • Use only designated areas for car, trailers and lorries
  • Comply with any instruction given by members of the organising committee or their representatives.

  • HORSE RIDING IS A RISK SPORT.
  • COMPETITORS PARTICPATE ENTIRELY AT THEIR OWN RISK
  • IT IS RECOMMENDED BY THE ORGANISERS THAT ALL COMPETITORS HAVE ADEQUATE INSURANCE COVER
  • CLUB RULES REQUIRE HARD HATS OF THE APPROVED STANDARD TO BE WORN WHEN MOUNTED
  • BODY PROTECTORS ARE RECOMMENDED FOR SHOW JUMPING AND ARE COMPULSORY FOR ALL CROSS COUNTRY COMPETITIONS

Save for death or personal injury caused by negligence of the organiser or anyone whom they are in law responsible, neither the organiser of the events to which these rules apply, nor any agent, employee or representative of these bodies accepst any liability for any incident, loss, damage, injury or illness to horses, owners, riders, spectators, land, vehicles, contents and accessories or any other person or property whatsoever, whether caused by their negligence, breach of contract or in any other way whatsoever. The organisers have taken reasonable precautions to ensure the health safety of everyone present. For those measures to be effective, everyone , must in turn take all reasonable precautions to avoid and prevent accidents occurring and must obey the instructions of the organisers and their officials and stewards.

IN ALL MATTERS OF HEALTH AND SAFETY THE DECISION OF THE ORGANISING COMMITTEE IS FINAL
